Ashley BrandsonAPTN NewsThe Métis National Council’s annual general meeting wrapped up Thursday in Winnipeg with a series of resolutions it believes will help the nation to nation relationship with Canada including adopting a Métis map.One resolution the MNC hopes will help is an official map of the Métis people.“It’s been a bit of a struggle because for lots of different reasons, political, administrative, and other reasons for a long long time,” said Will Goodon of the Manitoba Métis Federation.“But this map is something that’s very similar to one that was developed in 1983 when the Métis National Council was first formed by the three Prairie Métis governments.“So this is just putting something back into place so that it’s very clear of where the Métis Nation is.”The idea behind the map started when the MNC noticed the rise of groups in eastern Canada who the MNC says falsely claim Métis rights.Agreeing with a map is also sending a message.Earlier this week, the Métis Nation of Ontario (MNO) was disciplined for accepting non-Métis people into its ranks.“It’s certainly a narrowing of the… what’s been recognized as the historic Métis Nation homeland,” said Margaret Froh, president of the MNO. “And that doesn’t include communities like the Powley community, which is the only Métis community that’s been recognized in law in Canada as being a rights-bearing Métis community.”“We’ll talk with our citizens and make sure people understand the decisions that have been made and we’ll continue to move forward.”Will Goodon, the minister of housing and property management for the Manitoba Métis Federation, says the approval of the homeland map resolution is a historic moment and something that needed to be put in place.“We are a distinct people that developed 200 or 300 years ago and we have community ties, we have kinship ties, our own language, we have our own food, our own dance, our own uniforms – so there’s lots of evidence for the Métis Nation to say that we are a people,” he said.“There’s not a lot of evidence for some of these others, so again we’re not saying who we are, we’re saying that they’re not somebody, or they’re not a nation, or they’re not a people, we’re just saying they’re not us.”email@example.com@ashleybrandson read more
CALGARY — Enbridge Inc. is raising its dividend by 10 per cent for next year.The pipeline and utility company says the increase means it will pay a dividend of $2.95 per share annually, effective in the first quarter of 2019.Based on Enbridge’s closing share price Monday of $42.09, the stock will have an annual yield of about seven per cent.Enbridge also says it anticipates another 10 per cent increase in its dividend for 2020.The increase in its payment to shareholders comes as the company has been restructuring its business this year to focus on its low-risk regulated pipeline and utility operations.Enbridge has sold non-core assets, simplified its structure and reduced its debt. Rabat – Morocco has signed an agreement to host the annual meetings of the International Monetary Fund (IMF) and the World Bank Group (WBG) in 2021.The meetings are to be held in Marrakech in October 2021, according to state-owned media outlet Maghreb Arab Press (MAP).Morocco will be the first African country to host the meetings since 1973, when the meetings were held in Kenya. The IMF and the WBG chose Morocco for its plural identity and shared modern values. IMF Managing Director Christine Lagarde declared in a speech at the official signing ceremony, “Morocco is one of the most hospitable, generous and historically entrenched countries in the world, an African, Arab and oriental country remarkably open to modernity, a country that perfectly illustrates the convergence of the humanitarian values that unite us all.”She later added that “Morocco is an incredible point of convergence for all our values—a perfect illustration of tolerance, openness, respect, generosity and hospitality—such qualities that make the Kingdom’s legendary fame known to the international community.”Read also: Morocco to Host 2021 Annual Meetings of World Bank Group and IMFLagarde has shown interest in the Moroccan economy at previous events. A man has been charged with dangerous driving causing death in relation to a collision that claimed the lives of a Norfolk couple last summer.The fatal crash occurred the evening of July 25, 2018.Norfolk OPP say Maria Klassen, 25, and Abram Enns Klassen, 25, were in a vehicle travelling eastbound on McDowell Road West at about 7:30 p.m. Maria Klassen, who was driving, attempted to turn left into the driveway of a residence.A white pickup truck also heading east on the road attempted to overtake other vehicles travelling in the same direction when it struck the Klassen vehicle, police say.Both vehicles ended up in the ditch.Maria Klassen died at the scene. Her husband was air-lifted to a Hamilton hospital where he later died.On Thursday, Norfolk OPP arrested and charged John P. Driedger, 23, of Norfolk with two counts of dangerous operation of a motor vehicle causing death.He will appear in court at a later date to answer to the charges. read more
Stressing that international humanitarian agencies were “poised, ready to help,” the World Health Organization (WHO) said it had a local team in Baghdad waiting to go to Basra, where electricity and water shortages have placed the 1.7 million residents at risk.Access was now “vital” since half the population was without clean water and there was a high potential for epidemics, especially cholera and typhoid, WHO spokesperson Fadela Chaib told a briefing in Amman, Jordan, of the UN’s humanitarian activities.But the team had not been able to get through because of the security situation. “The need for access to Basra, and to other areas where the civilian population has been affected by the conflict, is increasingly urgent,” Ms. Chaib said. “WHO appeals to all sides in this conflict to allow humanitarian agencies to gain access to these people.”Noting that in previous conflicts, where humanitarian access was restricted, it had proved possible to agree on humanitarian corridors or pauses to allow access, Ms. Chaib said: “All of these ideas must be pursued with energy to ensure that the impact of this conflict on the civilian population of Iraq can be minimized.”The UN Humanitarian Coordinator for Iraq (UNHCI) said two health institutions had been bombed in southern Iraq. A health centre in Najaf was completely destroyed, and an ambulance was also destroyed and the driver killed, spokesman David Wimhurst said. BA chief executive Alex Cruz has said he will not resign despite disruption caused to hundreds of thousands of travelers over the weekend.He has claimed the flight disruption had nothing to do with cutting costs, telling BBC News that a power surge, had “only lasted a few minutes”, and that the back-up system had not worked properly. Even for those who did manage to fly out of the UK on Sunday, the impact of the IT failure followed them abroad, with many arriving without their luggage. After asking the man his onward travel plans, Cpt Wearing phoned the friend due to pick up his passenger, only to learn that he was now unavailable having understood the flight to have been cancelled. So he took matters into his own hands.“There was a two hour wait for the people who transport wheelchair passengers, so I got my two bags and Victor and I pushed him through.”Cpt Wearing, 61, then drove the pensioner, whom he described as “incredibly grateful”, home to Chelsea himself.Inside the terminal buildings, the queues were growing.The Telegraph understands that, even as the catastrophic extent of systems failure became known, British Airways refused offers of help from its IT supplier, Amadeus Global, which hosts the passenger booking, transaction and flight information. Sandvik has applied an innovative 3D methodology to conduct design work on a new crushing plant at Randgold Resources’ Gounkoto mine in Mali. The project entails the crushing of the primary ROM gold ore and transporting it to a secondary crushing station to be stacked by a slewing stacker. Sandvik Mining Systems was awarded the contract in January 2011 and the scope of work included civil, electrical, mechanical and structural design, procurement, fabrication and ex-works delivery of the plant, as well as commissioning assistance. Time Mining erected and commissioned the plant in December 2011.“One of the keys to the success of this contract was the fact that we harnessed proven Sandvik crushing equipment and technology in the design,” Marnus Fick of Sandvik Mining states. “When it comes to design, the traditional 2D approach with detailed construction drawings is invariably associated with fabrication errors and mechanical equipment not fitting well onto the structural components. On this project we effectively removed a lot of this uncertainty by creating a 3D representation in a data managed environment, using a product called Teamcenter that controls the various revisions the design went through. The critical factor is that all revisions to the 3D design were carried out in a managed environment. This means that we completely captured all associated design data, including vendor data sheets and 2D designs, to reduce errors. In the end we were able to supply Time Mining with a very easily interpretable representation of the plant that made the construction drawings so much easier to understand. It also greatly facilitated the identification of the steel members that arrived on site, effectively shortening the time to project completion.”He adds: “Combining the 3D design with the data management system also allowed us to compile a bill of quantities and manage it through the various lifecycle stages, from concept through fabrication into logistics control and construction. Taking this approach allowed us to significantly reduce the likelihood of errors and boost the ability to do materials control on site, ultimately increasing the speed of construction.” HAZOPS (hazards and operability studies) were incorporated into the design to ensure safe and efficient operations of the plant. Sandvik also set up a local supply of critical spares through its office in Mali and will continue to support the life of plant via this office.Gounkoto is a recent greenfields discovery which is located 25 km south of Randgold Resources’ Loulo gold mine. Sandvik’s scope of supply commenced from the top of the tip bin, designed to suit a Caterpillar 777 dump truck. Ore is withdrawn from a 100 t bin via a 1.8 m wide by 7 m long apron feeder, which will deposit the ore straight into a CJ815 Jawmaster primary crusher at a rate of 800 t/h. The crushed -350 mm ore from the primary crusher is deposited via a chute onto a 1,200 m wide transfer conveyor which in turn transfers the ore to the secondary crushing station. The -100 mm product is stockpiled using a 1,200 m wide slewing conveyor capable of creating a plus 20,000 t stockpile. The discharge chutes from the primary sizers are lined with 16 mm VRN400 liners to reduce maintenance downtime in this high wear area. The scope included the total steel support structure of the CS660 secondary crusher, including the structures required to support a 25 t electric overhead crane.Sandvik Mining Systems is a product area of Sandvik Mining, created in the wake of the recent restructuring of the Sandvik Group’s global operations. JOHANNESBURG — South Africans on Saturday said their thoughts were with former President Nelson Mandela, who was in “serious but stable” condition after being taken to a hospital to be treated for a recurring lung infection.Mandela, who is 94 years old, was treated in a hospital several times in recent months, with the last discharge coming on April 6 after doctors diagnosed him with pneumonia and drained fluid from his lung area. He has been particularly vulnerable to respiratory problems since contracting tuberculosis during his 27-year imprisonment under apartheid.A small girl and her father stood outside Mandela’s Johannesburg home with a stone on which was written a get-well message for Mandela, who helped end white racist rule and became the country’s first black president in all-race elections in 1994. A young boy brought a bouquet of flowers that he handed over to guards at the house.Elsewhere in the city, some worshippers prayed for Mandela during an outdoor gathering.“If the time comes, we wish for him a good way to go,” said Noel Ngwenya, a security officer who was in the congregation.“During the past few days, former President Nelson Mandela has had a recurrence of lung infection,” said a statement from the office of President Jacob Zuma. “This morning at about 1:30 a.m., his condition deteriorated and he was transferred to a Pretoria hospital.” read more

(Photo by Michael Hayes)The 12-story air traffic control tower at Anchorage’s main airport is normally one of the best offices in town, with sweeping views of Cook Inlet, Denali and the Chugach Mountains.On Friday morning, though, Anchorage’s 7.0 earthquake reminded controllers that their workplace rests atop a “150-foot toothpick,” said Clint Blaszak, a supervisor in the tower.After evacuating, the controllers, who work for the Federal Aviation Administration, first headed for their backup location, the airport fire station.Clint Blaszak (Photo by Nathaniel Herz / Alaska’s Energy Desk)But that building was closed to them, too, because of possible damage. So Blaszak and two colleagues went with Plan C: guiding in planes at the nation’s fifth-busiest cargo hub from the cab of a pickup truck, at one end of the north-south runway.Their improvised response, with help from some quick-moving runway inspectors, meant that the airport’s three runways were closed for less than 10 minutes, officials said.“Most of our equipment is windows. We had a window in the truck,” Blaszak said in an interview atop the tower Saturday. “Everybody had a radio. Everybody had a phone.”Alaska Airlines diverted just two planes – one to Fairbanks and one that returned to Portland – and canceled just four flights that day, Marilyn Romano, the company’s regional vice president, said in an email.Damage to the airport’s terminal did disrupt passenger traffic somewhat, and Romano said that Alaska Airlines had to pause its operations for a safety check.But cargo traffic continued moving largely unabated, according to airport officials. And the earthquake could have caused a much bigger logistical mess if the controllers were knocked offline for long, said Sherri LaRue, associate professor of aviation technology at University of Alaska Anchorage.“It’s an extraordinary situation. (Photo by Federal Aviation Administration)In Anchorage’s huge 1964 earthquake, the airport tower actually collapsed and one person died.This time, Blaszak, 38, said the building swayed three or four feet, and he described watching transformers blow out around town during the pre-dawn earthquake. A coffee pot was knocked from its perch, and even Saturday morning, the platform was still missing some ceiling tiles.In a break room one floor down, Patrick Beargie said he put a pillow over his head as locker tipped over, a fire extinguisher ripped out of the wall and a refrigerator rolled halfway across the room.“It was just stuff, everywhere. The contents of everything just thrown all over the floor,” he said.Immediately afterward, the tower controllers aborted an imminent landing by a FedEx jet. Their dramatic radio transmissions – “FedEx, go around, FedEx, go around!” – were captured in an audio recording subsequently replayed on news broadcasts.Once the magnitude of the earthquake became clear, the controllers all evacuated. Blaszak headed down the spiral staircase from the observation deck carrying a pair of radios.The airport’s three runways needed to be inspected for cracks before they could reopen, which airport manager Jim Szczesniak said took about eight minutes.Inside the truck, he said, the three controllers split up their duties. One worked the runways and taxiing, a second worked with another group of controllers that handle planes farther from the airport and a third coordinated.Blaszak stressed that they relied on dozens of FAA employees at other locations.Working from a truck isn’t completely unprecedented – controllers sometimes operate from trucks or tents or trailers during emergencies, or in the military. The Seattle airport built a temporary tower out of shipping containers after a 2001 earthquake destroyed the previous version.The job demands a certain amount of improvisation, according to LaRue, the Anchorage aviation professor.“Obviously, there are rules and you’re supposed to follow them, so you’d never say you’re supposed to be super creative,” she said. “But not everything is covered by a rule.”If the controllers hadn’t been able to set up from the truck, experts said it probably wouldn’t have been an immediate safety risk to planes and passengers.Without controllers, pilots can – and did – use a system called common traffic advisory frequency, or CTAF, that calls for them to announce their own positions and movements. But that’s far less efficient than instructions from the airport tower – LaRue compared it to relying on a four-way stop sign instead of a stop light.Szczesniak, the airport manager, credited the quick-thinking controllers and speedy runway inspectors with keeping things moving.“If I looked out the windows, it was like nothing happened as far as air traffic was concerned,” he said. “They were continuing to land and depart and land and depart, just like they would normally.”In the aftermath of the earthquake, Blaszak said the controllers are reassessing their backup plans, given that their original Plan B – the fire station – turned out to be inaccessible. read more
